The VTL between Singapore and Malaysia

Since the outbreak of the CoronaVirus in December 2019, in order to prevent the spread of the epidemic in all countries, countries have closed their borders and customised a series of epidemic prevention measures to fight the epidemic. This year, because of the success of vaccine research, people all over the country have been widely vaccinated. Countries began to open their borders according to their own national conditions, and Singapore was one of them. Prime Minister Lee Hsien Loong said: “In the process of coexisting with CoronaVirus, we must reconnect with the world. In particular, we need to continue to reopen the border safely. 

Since September, Singapore has been implementing the “Vaccinator Travel Channel”. At present, Singapore allows fully vaccinated passengers from Brunei, Canada, Denmark, France, Germany, Italy, the Netherlands, Spain, Switzerland, the United Kingdom and the United States to enter the country without quarantine. Passengers only need to be tested within 2 days before departure and after arrival.

Singapore and Malaysia have reached an agreement. From November 29th, 2021, Singapore and Malaysia residents can enter Singapore through the “Vaccinated Travel Lane (VTL)” opened by the governments of Singapore and Malaysia.

Malaysian residents can apply for the Vaccinated Travel Pass(VTP) at 10am. on November 22nd, 2021. Passengers do not need to be quarantined centrally or at home, but they still need to be tested for viruses.

Singapore has a close economic relationship with Malaysia, and there is also a warm relationship between the two peoples. The opening of VTL can not only promote business activities between the two countries, but also reunite many families who can’t go home often because of the pandemic.

What is “Vaccinated Travel Pass (VTP)”? 

VTP is a passport that foreign citizens need to apply to the Singapore government before entering Singapore, so that they can use the VTL to enter Singapore. Once the VTP application form is successfully submitted, the applicant will get the pass approval immediately. The approved VTP is valid for 7 days and must use VTL to enter Singapore within 7 days.

Entry-exit conditions of Singapore-Malaysia Vaccinated Travel Lane (VTL)

In addition, Singapore and Malaysia also have  land VTL. The land VTL will be officially opened on November 29th. However, the land VTL is currently only open to specific people. As long as you are a Singaporean citizen, permanent resident or long-term permit holder, you can enter Singapore. In Malaysia, as long as you are a Malaysian citizen, permanent resident or local long-term permit holder, you can enter Malaysia. At the initial stage, it will only be provided to bus companies that provide short-distance bus service. Buses are operated by Transtar and Causeway Link, and bus tickets must be purchased online through individual websites. 

The bus will be located at the Central Bus Terminal in Larkin, Johor Bahru and QueenStreet Station in Singapore. Adult bus tickets from Singapore cost 15 Singapore dollars, and children tickets cost 15 Singapore dollars. The bus fare from Larkin Station in Johor Bahru, Malaysia is about RM 20, and the child fare is RM 10. Bus tickets must be purchased at least 3 days before departure and only 30 days in advance at most. Each bus can take 45 passengers. Bus drivers will be screened every two days, and buses will be disinfected regularly, including before going to work and after each trip. Before taking the bus, passengers will also take their body temperature and check their required documents.

Travellers entering Malaysia using VTL land need to register at www.mysafetravel.gov.my. This registration is mandatory at all times before tickets are purchased. Travellers who enter Singapore with a long-term pass need to apply for a Vaccination Travel Pass at https://go.gov.sg/vtl-portal. Singapore citizens and PRs do not need to apply. Moreover, if the epidemic situation in Malaysia or Singapore worsens, either party has the right to temporarily suspend the VTL plan or adjust the entry conditions and requirements. As long as either party gives a written notice within 48 hours. When the epidemic situation improves, the other party can be notified to reply to the VTL plan.
